Prime Minister Naoto Kan reshuffled his Cabinet on Friday to put priority on two policy issues--

菅直人首相は金曜日に内閣改造を行った。2つの優先する問題のために
revising the taxation system, including a consumption tax hike, and joining negotiations for the Trans-Pacific Partnership free trade agreement.
消費税増税を含む税制改革、環太平洋戦略的経済連携協定への交渉である。

At a news conference later in the day, Kan explained the objective of the new lineup.
その日の会議のあと、菅首相は新しい閣僚の説明を行った。

"There is a need to hold discussions on the outline for a social security system in which people can feel assured as well as on how to obtain a sustainable revenue source," Kan said.
菅さんは次のように言った。確実に歳入を維持できるように社会安全保障について、アウトラインを議論する必要がある。

In touching upon the importance of trade agreements, Kan said,
TPPの賛同に触れながら、菅さはんは言いました。
"I want to set a course that will allow for both economic partnerships and agricultural reform."
経済的なパートナーシップと、農業改革をできるよう努めたい。

The appointments of two veteran lawmakers--Kaoru Yosano and Hirohisa Fujii--will be key for Kan's goal of comprehensively revising the tax system.
二人の高齢な議員を大臣に任命した。与謝野馨と藤井裕久である。彼らが菅の木亭である包括的な税制改革のキーとなるであろう。
